MAJOR DUTIES AND RESPONSIBILITIES:
Design and develop training and development programs based on organization, department, and
individual needs. Manage and coordinate all Learning Center activities to include scheduling
training courses, reserving rooms for meetings, working with outside agencies and corresponding
with departments. Supervises training and development programs for employees as a way of
developing skills, enhancing productivity and quality of work. Maintain Training Management
Database in the HRM System to update and research employee training records. Creates training
history reports. Manage budget and determines monetary expenditures based on Learning Center
needs. Conducts training for all Microsoft Office applications, and other computer software
applications. Amends and revise programs as necessary to adapt to the changes that occur in the
work environment. Assist in planning, coordination and implementation of special projects.
Interfaces with outside agencies to coordinate training and contractual specifications. Assist
managers, other trainers, and employees to solve specific training and technical problems, either
one-on-one or in groups. Acts as Help Desk Support for technical software training. Works on a
team to produce programs that are satisfactory to all relevant parties and the organization. Assess
the return on investment (ROI) of training and development programs. Considers the costs of
planned training and development programs and maintain established budget. Present briefings to
department directors and other officials on the status and/or changes effecting training and
development. Perform other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of the principles of instructional design. Knowledge of adult learning theory and
techniques. Knowledge of e-learning and computer-based training development, including.
Knowledge of e-learning concepts and architecture. Knowledge of database technology,
programming logic, and network principles. Skill in the development and implementation of
learning opportunities and environments. Skill in problem solving and decision making. Skill in the
use of personal computers and job-related software, including classroom management software
and advanced Microsoft Office skills. Microsoft Certification required. Skill in oral and written
MINIMUM EDUCATIONAL AND TRAINING REQUIREMENTS:
Bachelor’s Degree in Human Resources, Business Administration or related field is required.
Sufficient experience to understand the basic principles relevant to the major duties of the position,
having had a similar position for one to two years.
The work is typically performed while sitting at a desk or table. The employee occasionally lifts
light and heavy objects. The work is typically performed in an office.
